I'm pretty sure that doesn't get you banned, I was doing that forever. Although, they probably got a lot more strict towards this last ban wave.

I was too. Last summer, I migrated over stolen 15+ accounts my friends gave me, and I was never banned. They stole over 200 accounts, and they were both console banned.
They started taking accounts again just a few months ago, I was console banned, and I only migrated two or three accounts. I've done nothing else that violates the Xbox Live ToS, except taking accounts that weren't mine. So, you're probably right about Microsoft getting stricter.

One was banned, other 2 got RROD and my other one is just surviving.
