Whenever i'm not in college, I have access to my computer, so I could do it pretty much the whole day if I really wanted.

I would be checking and responding to the user reports, responding to any questions relating to the sites and rules publicly and in private messages, and post on regular topics.

5. How many hours per week can you moderate? : Jeezus...this is a free position and i'm expected to keep a schedual? During smoke breaks....so i'd say around 20hours a week? No better make that 30, possibly 40...I smoke far too much.
6. How would you utilize your time as a moderator? : Probably use my status as mod to take advantage of DAMINK and flirt with Brandon... heck I don't know, I'd get creative. I might start some power threads to get the seo chatter to a nice mature and tech advanced level, probably spend some time going through my sections and assiting those I feel are worth helping out.
