This may be interesting to know, but as Elektrisk mentioned, this usually only changes your Local IP address.

Changing your External IP address, can be achieved in just a few steps really, with Firefox, for example,
as most of you are aware, by clicking on Tools, then selecting Options, then clicking on the icon for Advanced, then clicking on the tab for Network,
and finally clicking on Settings, where you can enter the details for the Manual proxy configuration,
of a Proxy Server, that you have chosen from a list.

It would be a similar method, using Internet Explorer as well.

Otherwise, you can use a VPN, to achieve the same result.

First of all, this only works with if your IP is DHCP. And even so, it can be accomplished in this single conjuncted command:

ipconfig /release && ipconfig /renew
. If the IP is static, there is no need for this anyway.

I agree with you.
Recently i changed my dynamic ip address through modem resetting.I got new ip within short time.Then i checked my new ip using http://www.ip-details.com/
