Well it does allow you to sign-up from other countries, but they only allow you to be paid by views. If you have a U.S account you can get paid by views or instantly for the whole article/one-time payment.

I need to use an unverified paypal account, because I can't have an international credit card in my country (its fees are too high)

I want to make money online. I can always see something on how to make money online. But I don't have paypal account. Most online business only accepts paypal account and I didn't see any that can do the transaction like in Western Union. Anything can suggest to me on what is the best way to do? Do I need to make a bank account first? And is it free to make a bank account? And do I need to pay for it monthly or yearly(tax)? For me Western Union is best base on my experience because someone just need to give the number then i just need to call the Western Union to check if it is ready to pick up. But Western Union is not always supported in ad sense that's why I can't earn money.
