I wouldn't say it's bad. I was quiet and I just did my own thing with my friends. Being quiet also means people will talk to you and not you talk to them.

Nothing is wrong with being shy or quiet, hopefully you wont be like that forever though !

Get to know people. Associate with people. If someone is not busy just go up to them and start a conversation.

You probably have social anxiety. I don't really know what to tell you as I struggle with this as well and know that the solutions are very difficult to adhere to.
