Do u know any way to find the exact location of an ip adress?

The IP you have is generated by your ISP which means the external ip that is traced is that of the generated IP.. at home you have a different ip something like 192.168.1.15.. the external IP may look something like 172.168.32.4.. That is the only IP that web browsers use to locate you, since 192.168.1.15 is a very common IP meaning it is local to any computer..

Sometimes you tube is sent in Indian, other times its English.

Switches every couple of months, don't understand it at all.

Its a proxy, by the way.

it is a way to make bandwidth use flexible enough so that you don't get the message bandwidth limit exceeded..

Well it is 'impossible' to pinpoint somebodies location with their IP, if you can do it to yourself you should probably contact your ISP as that is a big security risk.
