cant -rep or neutral rep someone?

People are wondering how to -rep.
Its simple really. Lets say you give someone a +rep and then they do something bad. Well you take away your rep.
It has the same effect basically without the fighting and flaming.
IMHO it was the perfect result to a problem here at SF.
As for members stealing or copying. Notify staff in PM and members in the thread. Thats what i would do anyway.
