THERE IS A WAY, but only if you are able to VPN or RDP into a computer that's on the same LAN as the target PC. If so, you can send a Wake-on-LAN signal to your target, then you are able to remote into the PC.

This isn't a very optimal solution because it requires a third computer. But if that is within your situation, then there you go.

You cant get accessed from anything when your computer is off.
