The only way to truly shut down Firefox so that I can start up again is to restart the PC.

I had never faced such type of problems but I think it will be due to problem of network which is not allowing you to get connected. You should do one thing that uninstall the firefox and intsall it once again, it might be able to solve you problem. I hope this will solve your problem.
