Need Good Mass Mailing Client *21 Mil*

I have about 21 million validated email addresses, but no way to send them. Every program I use can not handle it. So please refer me to a program that can or another way I can reach these people.

I had a lot of trouble finding a good mass mailer.
the best one i've found was called mass mailer v4
I got it over at hackforums but i can't seem to find the link.
just search around google and hackforums and see if you can find it.
I used it to send 2k emails out no problem.


Edit: just realized you said 21 mill not 21k, idk about that many lol

Make it in PHP, not hard.
I think you can send around 500 emails a second via PHP mailer.
But I'm not sure.

The only way to really send them all out is to use a 3rd party service. Sending them any other way is a logistic and legal problem.
