Where to rent from?[CS1.6]

I am trying to rent a Counter Strike 1.6 server and I am up for offers.
It has to compete with Gameservers.com, I have hosted an Enemy Territory server from them years ago and it was the best place ever.

Only drawback is, my CC won't work on GS for some reason and it doesn't allow non-steam servers. So what you offer has to have non steam servers.

Shoot!

Also the server has to be near Russia, Finland, or Latvia. Since I live in Estonia, which is surround by stated countries.

You can try seeing if an offshore VPS provider will set one up for you.
