It sounds to me like it's either an issue with the settings on your TV, or an issue with a cable.
EDIT: Oh, nvm, lol you fixed it.

It should be your graphics card, or your cable. I did first try a different cable, also.. Do you have your graphics program for that? You might be able to change effect in there.

Well, it could be that your computer and television are not compatible with enough. Try checking the manufacturers site to see more detail on this. You can also try getting live support from your manufacturers, and they could probably help you out.
