backlink building to forums

This is just out of interest and may help further advance the way I do linkbuilding in the future.

I have always wondered if it is more effective linkbuilding forum threads or linkbuilding to index for the forum the anchor words will still make the thread show high on google?

I personally think it does not matter but what do you guys think?
