Brushes are not ever vectors. Vector refers to curves and shapes created by complex mathematical algorithms. Not individual pixels!
Sometimes vectors are transformed into brushes. But you can never have "a vector" in PhotoShop.
A vector tag is often the result of using Brushes in PhotoShop.

Most beginners don't know where to download brushes, and how to use them.
With this tutorial I'm going to change that

First make sure you close PhotoShop.

Next thing you need to do is: download some brushes.
Go to http://www.brushking.eu/ or any other site that offers free burshes.
Download the files, and unzip them using WinRar (Download WinRar)

Once you've done that you need to place the .ABR files in your brush presents.
Find you PhotoShop Program File folder, and go to APP > PS CS5 > PRESETS >BRUSHES. Here place you .ABR file.



Now you need to get them working in PhotoShop.
Open Photoshop, and go to EDIT > PRESET MANAGER.



In the window that pops up, look at the top part and behind "Preset Type" select "Burshes".
Now click on the little arrow on the far right, and choose the bursh you wan to open. After you clicked the name, click on "Append".



Now just choose the brush tool (the short-cut is B).



And now you're ready to use your sexy, new brushes!

You should remove "Vectors" from the title as there are a lot of brushes that aren't vectors and its kind of misleading. Nice guide anyway.
