Network Administration tool?

Can anyone reccommend me a network administration tool?
I need something that can either slow, or completely stop internet traffic to another computer on the network.
My brother downloads a ridiculous amount of crap, and I don't want a repeat of last month where he capped us within two weeks on our new connection.
I need a program that will run on windows 7 64 bit.

I understand that I will need a computer running 24/7.

What type of router do you have? That's going to be a factor. You can also try to run a linux/bsd box which would give you complete control over the network including throttling.

get another isp that do not cap your internet.
I would not ever buy anything from an isp that will cap the internet for downloading or anything like that.

Just entered a plan, I'm used to being capped. Internet service is very expensive in the area I am in (rural Australia).

I have a Telstra issued Thompson TG782T (Modem/router)

What distros do you reccomend I look at?

I personally use FreeBSD but something like Ubuntu has great documentation.
