I would say that OBhost.net is one of the best web hosts I've tried. They offer 8th Anniversary 50% OFF Sale.
Their customer support is responsive and friendly - any problem is solved immediately. Uptime is good as my sites are always up.

I use Zakservers.com Sweden offshore server hosting for a set of personal websites. Amazing host! GO WITH THEM!
The technical support is outstanding - support tickets tend to get a response within minutes, which usually resolves the problem.
