I know the administrator has blocked Runescape as a topic of discussion on another forum he maintains, but is it banned here as well?

You did read the rules didn't you? Anything not mentioned in them would be allowed. Unless it's something common sense should tell you not to do.

Yes, this isn't HF and RuneScape is discussed here. As apposed to Hack Forums we discuss about playing RuneScpape not stealing/phishing and botting accounts like HF.
