You can start with promoting the forum to your friends. They can start promoting on other forums. If the people who sign up like the forum, they may promote it too. To make them promote, may offer a price for the best promoter, or give out awards for good promoters.

To start off, buy a new domain. .info is not a convincing forum name, not to mention it's the cheapest domain you can buy.
