That is too much. I;'m paing only ̣̉1.99 for 1GB of space and 20GB of transfer. So, I need cheep hosting.
I have no clue what ̣̉1.99 is, since I don't live in England
But,
IX Webhosting has good hosting for cheap prices.
I think the lowest package that has MySQL + PHP, ect is 6-7 dollars.

Setup something on your website, so people can donate to help keep your website up.
If people donate enough, you'll have enough to get a 'good' host without problems.
