Rather then resizing each individual frame, wouldn't it be possible to group all the layers together and transform them as a group so you only need to transform it once?

you can import a video file and just re size the whole thing, then render as a quicktime movie and convert to a gif. really you should be able to just save as a gif but for me photoshop crashes when trying to save this way.
