Before and after,
Note: I did actually write a really good in-depth tutorial but when I went to preview my post, my internet connection was lost.. So basically I'm to pissed off to write it all up again as it took me about 40 minutes... So heres a lazy version...
Step One:
Open your image and duplicate it 3 times so you have 3 layers all with the same image.
Step Two:
Click on the second layer and desaturate it, (Image > Adjustments > Desaturate).
Step Three:
Click on the top layer and change the blending mode from Normal to Soft Light.
There we go.. Took 5 minutes to write this, maybe when I'm less annoyed I will re-write the longer version explaining more techniques to add to this.

Step Four:
To use the original images eye colour (Which is sometimes very effective with blue/green eyes.) Create a layer mask on the top and middle layer.
Press X to make the foreground colour black and using a small soft edged brush, paint over the pupils in both layers. (Don't paint over the white bits)
