Well i think LCD is better then monitor.....
Monitor always emitted dangerous rays which is bad for eyes....
But LCD quite okay.....

I have an acer 22" I got for less than 200 and it's perfect. Responsive, 1080p and has speakers

Get a 23.6” 2ms Asus VE247H. Its only around $185, pretty cheap yet a really great monitor.
