Yes, there are several ways to make money from creating your own proxy site.

May I ask how? And does it matters if its your own or a script?

I would assume that you make the money by either putting ads on your site, or charging the users to use your service. It shouldn't matter if it's your own script or not. Even Glypse is free.

If you want to make a web proxy just use glype, it's very easy to set up http://www.glype.com/

Be aware though that most hosting companies don't allow proxies, also if your using it for your personal browsing it would be much better to get a cheap VPS and set up a regular proxy through that.

Do you know where to buy a cheap vps with cpanel access for lower then 20$? I got a vps from hostgator but only the 49$ vps got cpanel access and that's a way too expensive for me.
$49 a month for a VPS is heaps, take a look at this site http://www.lowendbox.com/ you can find plenty of VPS providers there that would be suitable for as little as $5 a month.

I'm assuming you have a legitimate use for your proxy as I do, otherwise you will have to be mindful of your VPS providers terms of service.
Glype proxy script is awesome, I suggest it !
