Is it possible to completely deny access to a physical person in vBulletin?
Regarding all the accounts he does, or all the different IP addresses he may use?
If you can help me, please let me know.

No it's not possible unless you want to ban a whole range of IP's but than other people might get effected to.

You'll never be able to fully ban someone based on IP's. There are proxies and VPN's, as well as the fact that most of the world now uses dynamic IP addresses.
