Yo.

Today I'll show you how to add some scanlines to your image.

Final Result:
[Image: finalscanline.png]

Step 1:
Open your image you want to put the scanlines onto.

Step 2:
Create a new document, make it 3x3 pixels. Make sure the background colour is set to transparent.

Step 3:
Using the Zoom Tool [little magnifying glass icon] Zoom into the image until you see 3 pixels up, down and diagonal.

Step 4:
Using the Pencil tool, set your size to 1 pixel, and make a diagonal pattern from the bottom left corner to the top right corner like so;

Step 5:
Go to Edit > Define Pattern..., type in whatever you want to call it and click ok.

Step 6:
Go back to your image that you want to put the scanlines onto. Click on the background layer, or whatever layer you want to add the lines to. Go into Blending options [Double Clicking the layer will bring this up], and click on the Pattern option;

Step 7:
On the little arrow from the pattern box, click on it and select the scanlines. If you did this right, the scanlines should be in the pattern box and on your image.
