I need some feedback for my website's banner.

I think it needs to be a little wider... and I'm not 100% sure about the scan lines. But it suits pretty well.

I think it should be bigger, looks average.

Yeah, it needs to be bigger IMO. The colors are fine, it's just that it doesn't take up the amount of space that an ordinary banner would.
