There's an Old dell at my place lying around its like an 05 - but it's just been sitting there for the past 8 years. I still runs but the OS has crashed and we can no longer find the drivers for it.

So now my father decided to turn it into a home server (if at all possible, which should be) because he travels a lot (and often leaves country)

Well he wants to be able to watch TV from the tablet (which I seen, from him simply connecting to the home network) and believes the server to be a means to help him.

(some country's dont have directTV, that's the problem)

I can set it up to be a server to add info to, but I do not know anyway of have he could connect to the home network from across country in order to stream live tv and there is were I need help.
So if you just want to use the server as a proxy, so that it looks like your traffic is coming from whatever country your located in, the hackiest way to do it would be to use sshuttle https://github.com/apenwarr/sshuttle . You could also just buy a turtle from the hak5 shop. https://hak5.org/episodes/hak5-1824 . But the best way to do this is to just have a vpn endpoint set up on your router.
