Make 4 layers
(You may want to click/unclick eyes, so you don't get confused)
Make sure all your layers have a background and aren't transparent
Click layer 1
Make a dot
Click layer 2
Make a dot somewhere else
Click layer 3
Make a dot somewhere else
Click layer 4
Make a dot somewhere else
Go to filter >> Animation >> playback
You should see you dots in a sort of slideshow, going really fast.
To slow the animation down, right click layer 1 and hit edit attributes
Change the name to layer 1 (1000ms)
Do this for all your layers
Now try playing it, it should go slower
Want it even slower?
Change the attributes to layer 1 2(1000ms), or 3(1000ms) and so on
Niice, should probably chuck some pictures in there as well.

Ive used both gimp and photoshop.

Photoshop:

Pros:
Lots of tools

Cons:
A little more difficult to learn
Only works on mac and windows

Gimp:
Pros:
Very easy to use
Works on Linux, Mac, and Windows
Cons:
Not as many tools as photoshop
