Depends on what you plan on doing.
PHP is one of the most widely used web programming languages to date so if you plan on being a webmaster than you would want to learn that first.
Otherwise, go with Python.

Python is quite hard to learn ,all depends on what you are using it for.

It will help you to have scripting experience before you learn PhP
