Yes, probably he is. Actually it doesn't matter how fast you put your condom .. but in his position probably he is being shy, which is the worst thing in my honest opinion. You shouldn't be too pushy but also not too shy, lol.
Oh, and it's not a reverse engineering to put a simple condom, what's so difficult ?
