Go Internet option, then click setting set any button except never.
Cookies are enabled by default I believe, I don't see why you'd have to change anything. How do you think you stay logged into websites? Cookies are stored to keep your session open until the cookie expires.
What browser are you using?
You just need to go into preferences and set it to never block cookies or only block cookies from third parties. As the previous user stated by default cookies should be on.
