It's a relatively new browser strategy game, the graphics won't wow you but it is fun if you like those type of games and don't want to spend any $.
There are paid perks though but from what I've seen in-game, it seems like it's just to speed up the process of unlocking better things kind of how like Combat Arms does it.
Their official site has a couple of tutorials but not really any video explanation so if you want that, you can check it out this recent interview over at their booth (it stops at around the 4:55 mark then some other stuff appears) it shows a little gameplay footage too:
