AdWords is when you advertise your site with Google, and with a $100 code you get to spend $100 for free on advertisements.

It says FREE ADVERTISEMENT, which means you get a free $100 to spend on advertisement if you have a code.

The codes are given out by Google to a few people now and then. That's why you can sell them.
