On the top of the page where is says like UserCP, FAQ, Member list, etc. how would i add A button/link?
ACP > Templates & Style > Templates > **expand your template set** > Header Templates > header.

What theme are you using?? In some themes it's the header_welcomeblock_member and header_welcomeblock_guest template.
