I would have to agree with rubbing it's nose into it's own piss. This works for most dogs, apparently not for chuahuas though.

If you can't find any tutorials on how to train your dog to stop doing it, you should look into buying a trainer for him or something like that. If the dog is still young you could still teach him and it wouldn't be that hard.
