The green theme is quite a nice one.
If I had to make some suggestions, it would be to select a niche/topic and have it focus on that rather than more general topics. Its a lot easier if you pick something you are interested in.
Also, I suggest moving away from the framed page, luckily Co.Cc allows you to use DNS.

No he doesn't need more topics. You don't start with a bunch of topics generally, it just makes the forum look more empty. And forums don't need a rep system.
