That makes users when they login for the first time until they do get a prompt asking them to make an introduction? Is there one?

It could be easily setup with 1 query checking to see if they have ever made a topic in that specific category.

Omni might even do it, just take the not registered alert and replace the check with a query, and different output message of course.

You should look for the mod that welcomes users upon registering. It will send a PM, and you can edit what that PM says.
