If I have a server how can I be a Webhost and charge people to host their websites on it?
Do you have WHM?
FlexCP
Well if your asking your not ready to start hosting. Also I've never heard of FlexCP so have no idea what billing scripts would be compatible.
Yeah dude you aint ready, do some research.
This is my research.
Asking isn't research it's asking. And, since you need to ask and your using an unknown panel even if you did figure it out I doubt you would succeed.

Sorry, I couldn't resist. If you don't know what to do, don't start a web host using a server/dedicated/VPS. Go slow and gain some experience with a reseller package. Don't go for an unlimited reseller either because hosts that offer that will usually cut you off if you're using to much resources, know your limits.

WHT is a great forum for you to learn from. Read ALL the stickies and and bolded threads in that section such as "So, you want to start a web hosting business and you don’t know what to do?" and "Secrets to Running a Successful Hosting Company"

Skim through the section and read ones that interest you too. Ex. This one is important but not stickied. "Why Your Business Will Fail". I did not include that to suggest your business will fail, nor that if you don't meet all the requirements that it will fail, just that you should know all the facts and create a solid business plan that should will give you at least 99% of success.

It is inevitable that you will run into difficulties and you need to be able to handle them. Keep that in mind.

No WHM type thing. Buy Cpanel and WHM. Costs alot but its worth it.
Also buy WHMCS as the billing system.
