If you can, wipe the system, then reinstall

No need to wipe the system when it's one program that's not working....

@OP, try to reinstall it.

sudo apt-get remove apache2

Should remove it.

sudo apt-get install apache2

Should install it.

From there, just reinstall it. If the problem persists, try commenting out that line (usually done with a '#')
