I have few names of photo editors that I have used and found are the best in the market. They are as follows -
PhotoScape GIMP for Windows Paint.NET Serif PhotoPlus Pixia Picasa Share some more if you know... ____________________ Adobe Technical Support

Photoshop or Illustrator are the best, and will be for the distant future.
