De-restrict my scooter

Hey guys, how can i de restrict my 50cc scooter its a keeway hurricaine, i actually havent got it yet but im picking it up day after tomorow and wanna desrestrict it to make it a bit faster, can someone explain what to do and is it easy or not and is it reversable
