Limit bandwidth based on ip.

Hey guys and gals. I was wondering if its possible to limit the bandwidth to a specific ip address to a specific url.
This is based on a linux/apache server of course.
It is specific to MyBB so i was not sure where to post it but decided if an answer was available then it could be used across the board.

I think there's an Apache module out there to do it, Ask Omniscient; I'm sure he talked about implementing this same thing a while ago.

mod_bandwidth is an apache module you should look into.
