How do you buy them?
I've heard that it's some you use for SEO (Search Engine Optimization), but how does it helps you exactly?

They can also be called Inbound links, these are the Incoming links to a web site.
Search Engines use these links to determine the popularity of an Website, depending on the number of backlinks.
The Backlinks get their importance value first from the Topic, if the site that has a Backlink to your site, also contains content on the same topic as your page, engines will consider your page for good information site.
The higher the Rank of the Website containg a link to your site, the better the results for shared keywords, for both sides, if however you're links are irrelevant to the contents of a site, engines may lower your page rank.

You don't need 100+ links, 10-20 High Quality relevant Backlinks will boost your rank by atleast 40%, the rest of the ranking is being determined by other factor, like relevancy and quality of the contents of the page these links are pointing to.

The important part of an Website is it's Topic and Contents, you should put only good contents on your sites, if you really want to have success with it.
The HTML should also be valid, so a search engine wouldn't have Problems crawling and finding content on your pages.
Once you have these things, you use Backlinks to spread the word of your website, that's what they actually do.
The search engines have more chances of hittting your site.

you don't need to think
about buying backlinks all the time. It's not the only way, so get that out of your mind. if you wanted, some sites like to become affiliates with other sites, you can get free links that way. some require payments to be affiliates though

post them in blogs, facebook, YouTube, etc

it's usually easy to get them that way if you can share relative information along with them
