I'm looking for the best and cheapest domain registrar, i can only pay with a paypal account that is linked to my bank (no credit card)
I would also like to be able to push the domain to another account for free.

I'm not exactly sure if it meets your expectations, but Moniker.com is huge and I've had a great experience with them.
