I'm trying to format Hotkeys, what do?
What operating system are you trying to do it on?
Windows 7 is what I am using. Why?

Are you trying to create your own Windows 7 Hotkey? You have to register your hotkeys if you're speaking upon global system hotkeys. All that information is stored in User32.dll which you won't be able to edit directly to get a hotkey in very easily. There is a hotkey program out there though. I don't use it personally because I create my own hotkeys in my applications by calling the Windows API, but I have seen it around a few times.
